Add link to global time tracking report

Summary

Add a link from Activity dashboard to the global time tracking report (when enabled).

The link should read "Time tracking report" and should automatically apply a filter for the current user — this will both ensure more performant first-load, especially on .com, and aligns with this coming from a "Your Work" dashboard which are user-centric. Users can still remove this filter.
