What does this MR do and why?

Solves #566486 (closed). As per discussion in slack here - https://gitlab.slack.com/archives/C06JX9WBK2A/p1756428876331289 Current PIPL compliance setting cannot be set to default true since this setting is mainly for .com or SAAS setup. This being true is impacting dedicated customers, hence this needs to be changed.
