Update details about oauth scopes
What does this MR do and why?
While the localization team was reviewing translations of the docs, they noticed that two entries in the Oauth scopes table were identical. I looked into this, and realized the table is out of date. This MR:
- Updates the table, by:
- Adding the missing entries that are present in the UI.
- Re-sorting the entries to match the sort order in the UI.
- Updates the UI to use the current recommendations for naming, "Administrator user" not "Admin user", and updated the docs table to match.
