What does this MR do and why?

Add health status filter tokens to work items list

• Enable health status filtering for all work items when hasIssuableHealthStatusFeature is licensed
• Add comprehensive unit and feature test coverage for both token types
• Support standard filtering operations (=, !=, None, Any) for both tokens
