What does this MR do and why?

Limit work item parent options to open items instead of all items, to present the most relevant results. We previously used this same limit in legacy issues.

How to set up and validate locally

  1. Ensure you have at least one open and one closed epic in the parent group
  2. Open an issue in the project below the parent group
  3. Click "Edit" on Parent
  4. Verify you see the open epic, and not the closed epic
