Only show open items in work item parent dropdown

Prior to work item migration we only showed open epics in the "Epic" field. With work items we currently show all items. While it's possible, and valid, to associate a child with a closed parent, this is uncommon and we should instead prioritize open items as the most common path from the Parent widget. Users can still associate items to a closed parent using "child items".
