Backport Set :throttled urgency for GlobalAdvisoryScanWorker

What does this MR do and why?

This backports this MR: !194796 (merged) to 18.1

This change prevents Sidekiq SLO queue alert to be fired when a huge amount of advisories are updated at once. This has already caused 2 alerts, creating useless noise for team members.

This is particularly impactful for our dedicated fleet.
