What does this MR do and why?

Set :throttled urgency for GlobalAdvisoryScanWorker.

This will ensure this worker won't impact queuing SLO when facing spikes of advisories to sync.

I still believe we should rather have a better handling of massive data update in the upstream PMDB component but this can be a follow-up improvement. See [PMDB] Exporter should throttle advisories expo... (#547839)
