What does this MR do and why?

Requeue's BBM for backfilling archived and traversal id's for vulnerability_statistics records to ensure that these columns are not blank.

Closes #544729 (closed).

This change was originally merged in !195098 (merged) but due to causing some errors it had to be reverted in !195372 (merged). This new MR will do the change properly.
