Uses userPermissions.setNewWorkItemMetadata to show/hide Create Work Item sidebar widgets.

How to set up and validate locally
- Visit a project as non-member user (you can use user impersonation from Admin view).
- Go to Issues page and click on
New issue/New item. - Check if create form does not show sidebar widgets as non-member users do not have permission to do so.
