Non members can add meta data when creating a work item

Current behavior

In a public project (namespace), non-members can create new work items and associate metadata (labels, assignees, ...) to the work item during creation.

In legacy issues, only members were allowed to associate metadata when creating issues.

Expect behavior

When creating a work item, only namespaces members with a minimum role of Guest should be allowed to associate metadata with a work item.
