Fix stuck ci jobs worker

What does this MR do?

Adds a fix for StuckCiJobsWorker, for cases when the job object have integrity problems, like invalid format of yaml_variables field stored in the DB. It's the same kind of fix as !19150 (merged) and uses mechanisms prepared in this MR.
