Remove p_ci_builds_metadata.runtime_runner_features column

What does this MR do and why?

Remove p_ci_builds_metadata.runtime_runner_features column as it's not used/needed any more.

The column was ignored in !186826 (merged) and according to the docs can be dropped now.
