Improve dormant user UI help text to clarify functionality
What does this MR do and why?
Adjusts the copy in the UI for the automatic deactivation of dormant users toggle, within the Admin UI.
We've expanded the copy to include reference to the 7 day period for users who have no activity (docs) to help reduce confusion for customers
