Fix work item quick action processing

What does this MR do and why?

Quick actions should be parsed as part of the widget quick actions even if they came from the legacy description param because we have some quick actions that are supported only by the widget services

How to set up and validate locally

Easiest way to test in the UI would be to use a default issue template as it is set via the params[:description] param.

1. Enable the new issue look
2. Add a default template with /set_parent <some epic>
3. Create an issue with a blank description
