Migrate HTTP Instance audit event destinations
What does this MR do and why?
Migrates the instance legacy audit event HTTP destinations tables to the two streaming tables using batched background migrations.
The migration also maps the destinations together by legacy_destination_ref in the streaming table and stream_destination_id in the legacy tables.
Originally the work was done as a cronjob but moved to BBM as per review: !179276 (closed)
