Removed worker from scheduling and commented out the code for calling service

What does this MR do and why?

This merge request will avoid deletion of PIPL non-complaint users meanwhile we have a solution to transfer public projects of the users safely to ghost user without impacting the namespace.

Users will still be blocked post 60 days as discussed earlier - https://gitlab.com/gitlab-org/gitlab/-/issues/45570 But we will not run the worker to delete users completely
