What does this MR do and why?

Do not allow release-environments pipeline to fail

After fixing release-environments' QA in gitlab-com/gl-infra/delivery#20838 (closed) and gitlab-org/release/tasks#15464 (closed), set it as a blocking step in the stable pipeline again, to validate changes to the stable branches.
