Remove Ci::Tagging association
What does this MR do and why?
It replaces the taggings association on Ci::Build and Ci::Runner to point to their newly sharded tagging models. Out of abundance of caution, we still write data to the Ci::Tagging model, but that's not read back by the application, it's there in case a rollback is needed.
