Consolidate Seat Control as a EE-only feature (FE)
What does this MR do and why?
This MR is making sure EE-only code does not leak into CE components. The approached used is that of extending a CE component, instead of separating (https://docs.gitlab.com/ee/development/ee_features.html#extend-vue-applications-with-ee-vue-components).
When in EE context, the CE component will be prompted to display a modal based on a condition over which the EE component is given control
