What does this MR do and why?

Quarantines ee/spec/features/projects/settings/pipeline_subscriptions_spec.rb:47

There is an open issue in order to research the reason behind the flakiness, but it's something that needs time. I ran the spec with HEADLESS=false in order to ensure that the feature behaves as expected, and it does.
