What does this MR do and why?

For #502545 (closed)

All the feature flags removed in this MR are already enabled globally on production. They have been working well since a week now: gitlab-org/modelops/applied-ml/code-suggestions/ai-assist#595 (comment 2178174367), so these are safe to remove.
