Update to Unicode 15.1 emojis from tanuki_emoji gem

What does this MR do and why?

• Updates the frontend to the latest emoji support implemented for the backend in !171446 (merged) and shipped in %17.6
• Updates the emoji picker and the emoji autocomplete

Related to #493945 (closed) and gitlab-org/ruby/gems/tanuki_emoji#15 (closed).
