Concurrency limit: allow pausing workers
What does this MR do and why?
This MR updates the logic of concurrency limit middleware so that it could also be used for pausing workers. Related to https://gitlab.com/gitlab-com/gl-infra/scalability/-/issues/3775#note_2089502716
After this MR is merged, the concurrency_limit lambda can return negative numbers to pause the execution completely.
