Add reload to fix flaky vulnerability tool filter spec

What does this MR do and why?

Relates to: https://gitlab.com/gitlab-org/gitlab/-/issues/480927

Attempts to fix this flaky spec by adding a retry with reload page. I think it takes some time to load the dependency scanning reports - and this flakiness was not reproducible on gdk.
