What does this MR do and why?

Adds the ability to create a new list between existing lists on a non-Epic board.

This screenshot shows the ability to hover or focus a new button between existing lists on a board that allows the user to insert a new list in that position.

How to set up and validate locally

  1. Check out this branch
  2. in the GDK, visit an issue board
  3. Ensure that epic swimlanes are toggled off
  4. Hover between two existing lists
  5. You will see a new "Add list" clickable affordance
  6. Click it
  7. The New list form will appear in that spot
  8. Add a new list with the form
  9. The new list will be inserted in that spot
