What does this MR do and why?

This change set omits the agent image version for the install command after registering an agent on GitLab.com

This is because GitLab.com is pretty much always running release candidates of KAS without a stable / associated agent image available. Thus, this command was always wrong. It's also the correct behavior because we always want users to install the latest version anyways.
