Backport "Disable allow_failure for release-environments pipeline"

What does this MR do and why?

As part of gitlab-com/gl-infra/delivery#20118 (closed), we're disabling allow_failure for downstream release-environments pipelines.

!148524 (merged) was merged into master, but this functionality won't work for stable branches until it's been backported (with this MR).
