Backport 17.1: Build assets image when running release environments

This is a backport of !161486 (merged).
Always build assets image when running release environments
Release Environments pipeline has the job release-environment-build-cng-env
that always requires the artifact from the build-assets-image
job in the parent pipeline (link). Thus, this change add the rule triggering release environments to the rule building the assets image, so they always run together.
