Remove wiki_size index on project statistics

What does this MR do and why?

Remove index_project_statistics_on_wiki_size_and_project_id index on project statistics

Synchronously removes the index on project_statistics for wiki size and project id, only for GitLab.com.

The index was removed async as part of #467342 (closed) in !156010 (merged)
