What does this MR do and why?

This MR removes the ability to create new frameworks from selection dropdown in sub-group level compliance center. Compliance center subgroup level assigning/unassigning was added in !157412 (merged)

How to set up and validate locally

  • Create a subgroup inside a group with ultimate license
  • Open Security > Compliance Center
  • Go to Projects tab
  • Observe that you can assign/unassign frameworks, but can't create new frameworks
