What does this MR do and why?

This MR brings back functionality of adding/assigning frameworks at subgroup level which was previously removed at Compliance center for sub-groups (!156260 - merged)

How to set up and validate locally

• Create a subgroup inside a group with ultimate license
• Open Security > Compliance Center
• Go to Projects tab
• Observe that you can assign/unassign frameworks, but can't edit frameworks itself
