ci: Use default Ruby version for MRs targeting stable branches

What does this MR do and why?

This will ensure better stability of stable branches after MRs targeting such branches are merged.

The default Ruby version is the one we run in production, see https://docs.gitlab.com/ee/development/pipelines/#ruby-versions-testing.
