Update FF version info for graphql_minimal_auth_methods

What does this MR do and why?

In https://gitlab.com/gitlab-org/release/tasks/-/issues/11141+ we back ported the GraphQL API auth restriction as default enabled FF however the backports were merged for a later patch release. We also did not need 16.10 backports. This MR corrects the versioning and status for FF
