Refactors actions to use arguments instead of state

How to set up and validate locally
- Visit
Project > Operate > Terraform modules
- Confirm empty state is displayed.
- Use API to publish terraform modules to project.
- Ensure:
- Published
Terraform modules
are displayed - Can delete published module when user has permission.
- When user does not have permission, the delete icon is disabled.
- Pagination & sorting works as expected.
- Clicking on the package takes you to detail page.
- Published
- Publish modules to different project under the same group.
- Visit
Group > Operate > Terraform modules
& confirm all steps in step 4.
