Terraform registry UI to use GraphQL

Problem to solve

In #352041 (closed) we added a new group and sub-group level view of the Terraform registry. The problem is that it is using REST.

Proposal

Update the front end to use GraphQL instead of REST to align with https://docs.gitlab.com/ee/development/fe_guide/migrating_from_vuex.html
