ci: Make retag-gdk-image merge train-compliant

What does this MR do and why?

I meant to make this change part of !154540 (merged) but pushed to another branch instead. 🤦🏼

It's not a big deal as it's only a preventative measure and we're not actually using Merge Train at the moment anyway.
