What does this MR do and why?

These tests are fast quarantined in gitlab-org/quality/engineering-productivity/fast-quarantine!182 (merged) and gitlab-org/quality/engineering-productivity/fast-quarantine!183 (merged). We will now quarantine them inline and remove the fast quarantine so team members can verify them in branches.
