Fast-quarantine two OKR specs

Context

So far, I saw 10 broken masters related to two specs from the same file in the last 24 hours.

The flaky specs:

rspec ./ee/spec/features/projects/work_items/okr_spec.rb:288 # OKR for objective removes indirect child of objective with undoing
rspec ./ee/spec/features/projects/work_items/okr_spec.rb:213 # OKR for objective in child metadata displays progress of 0% by default, in tree and modal

They are tracked respectively in gitlab-org/gitlab#450042 (closed) and gitlab-org/gitlab#450110 (closed).
