Document additional support for Oracle Linux 8 and 9

What does this MR do and why?

This aims to add additionally document support for Oracle Linux.

If one were to look - GitLab, Inc. tests singular variant of RHEL release for 7, 8 and 9: https://gitlab.com/gitlab-org/omnibus-gitlab/-/pipelines/1298979355 however since all the (RHEL) downstream distros profess binary compatibility with RHEL - Oracle Enterprise Linux falls more on distribution to uphold that end of the bargain as there are just "too many" variants out there. With the changes from CentOS to CentOS Stream, we need to continue to validate that if contract ever becomes broken, we might have to revisit which platforms we support explicitly. Thus far most (all?) of distros claimed to be continuing binary compatibility with RHEL.
