Reapply "Add CI jobs with Gitaly transactions"
This reverts commit 74e70a09.
The CI jobs added in the reverted commit do not seem to be the root cause of the CI issues that led to the revert. Reapply the new CI jobs.
The CI jobs were reverted originally through Revert "Add CI jobs with Gitaly transactions" (!153450 - merged) due to 2024-05-17: Jobs for private runners ending up ... (gitlab-com/gl-infra/production#18030 - closed). We don't believe they were the root cause and as such may apply them again: gitlab-com/gl-infra/production#18030 (comment 1912858398)
