Removes the temporary popover in boards that indicated to users that the New list button has moved.

How to set up and validate locally

  1. Check out this branch locally
  2. Visit a board as a user who has never looked at a board before (a new user is probably easiest unless there is a user you can impersonate that you have never used to look at a board before)
  3. You will see that the "The new list button has moved" popover does not show. Otherwise, everything functions normally.
