Stub out experiment observation on discovers page flaky test
requested to merge quarantine-flaky-tests-ee-spec-features-groups-discovers-hand_raise_lead_spec-rb-23 into master
The Groups > Discovers > Hand Raise Lead when user interacts with hand raise lead and submits renders and submits the top of the page instance test has the flakiness::1 label set, which means it has more than 1000 flakiness reports.
To resolve this we'll stub the method that is likely causing the issue.
