Finalize Vulnerability Management batched background migrations

What does this MR do and why?

When working on #388120 (closed) it came to our attention that the two migrations leveraging the permission check skipping were not finalized yet. This MR will finalize those migrations.

Latest of the batched background migrations was removed in c9d9a3bb5c6f249075f63c7d4fbd3feed9df1ab6 which was back in %16.1 so both of them should be done by now.
