What does this MR do and why?

This MR removes all API and interface to the Visual Review feature. A more comprehensive removal was drafted in Removal of more backend Visual Review code (!149625 - merged), but this represents a minimal change that makes the feature removed in %17.0. The cleanup of user types, permissions, etc. will follow.
