Update blueprint doc

What does this MR do and why?

Addressing #456501 (closed)

I spoke to Grzegorz about this doc and he proposed the presented solution in this MR. Keeping the blueprint and updating it together with the actual CI Catalog doc would be a double up in work, so it is better to delete the old version from this doc and add a permalink to the original version.
