Now the only thing blocking us from releasing achievements is that it's hidden

This MR adds the achievements navigation menu item (in group > manage)

How to set up and validate locally

  1. Enable the :achievements feature flag in the rails console
  2. Look in a group for the achievements navigation menu item (under manage).
