Fix runner_performance_insights license check

What does this MR do and why?

This MR fixes the runner_performance_insights license check that happens in ee/app/policies/ee/group_policy.rb. This was introduced in !147148 (comment 1840512578). While testing the functionality in production, I got the following result:
