Update feature flag doc with release for self-managed customers

What does this MR do and why?

Adds info on how to enable the feautre flag for self-managed customers. While reviewing the MR, we noticed that steps for self-managed flag release are not in the doc that is mostly viewed while working on feature flags, hence the MR updating this doc.
