What does this MR do and why?

This updates the Compliance Framework badge component to truncate long names and show the name and description in the popup.

This has also update all place in the Compliance Center to use this component and also updated the Group level view of Projects to use it.

How to set up and validate locally

Example below:

  1. Ensure you have a Ultimate license
  2. Got to the Compliance Center in a top-level group and create two Frameworks (one long name and one short)
  3. Use the Compliance Center -> Project tab to assign the Frameworks to Projects.
  4. Review the Group level Project view and ensure using Compliance Framework badge, without edit button.
  5. Review the Compliance Center tabs and confirm they all use the Compliance Framework badge
